4. In its report in document DP/1993/46, the Advisory Committee had stated that the focus should be on an orderly and thorough review and resolution of the issues to be addressed prior to the implementation of the Secretary-General's proposal, and that the overriding consideration should not be a predetermined target date.

In making that recommendation, the Advisory Committee stated that it did not intend to reduce the volume of services proposed but questioned the estimated cost.

38. In its report DP/1992/39, the Advisory Committee stated that the concept of regional service centres was worth pursuing (para. 16); it welcomes any initiative that will lead to the delivery of services in a cost-effective manner with optimum results.
