The Asian landlocked developing countries were urged to take the actions necessary to sign the intergovernmental agreement on dry ports, which had been expected to be adopted by ESCAP at its sixty-ninth session and opened for signature at the second session of the Forum of Asian Ministers of Transport.

The Agreement was subsequently signed by 14 countries at the second session of the Forum of Asian Ministers of Transport, held in November 2013, with Thailand being the first party to ratify the Agreement.

The importance of the principle of increasing the access of people in rural areas to transport infrastructure and services was also highlighted by the Forum of Asian Ministers of Transport at its first session held at the ESCAP secretariat in Bangkok on 17 and 18 December 2009.
أُبرزت أيضا أهمية مبدأ زيادة فرص وصول الناس في المناطق الريفية إلى البنية التحتية للنقل والخدمات في منتدى وزراء النقل الآسيويين في دورته الأولى التي عقدت في مقر اللجنة الاقتصادية والاجتماعية لآسيا والمحيط الهادئ في بانكوك يومي 17 و 18 كانون الأول/ ديسمبر 2009().

(b) The Secretariat sent copies of the text of the Rotterdam Rules and an explanatory letter to be distributed by the United Nations Economic and Social Commission for Asia and the Pacific to participants in its Forum for Asian Ministers of Transport (Bangkok, Thailand, 14-18 December 2009);
(ب) أرسلت الأمانة نسخا من نص قواعد روتردام، مشفوعة برسالة إيضاحية، لكي توزعها لجنة الأمم المتحدة الاقتصادية والاجتماعية لآسيا والمحيط الهادئ على المشاركين في ملتقى وزراء النقل الآسيويين الذي تنظّمه تلك اللجنة (بانكوك، تايلند، 14-18 كانون الأول/ديسمبر 2009)؛

The Commission adopted its resolution 64/5 on the establishment of the Forum of Asian Ministers of Transport as a formal regional mechanism to facilitate close collaboration and more frequent interaction, notably in view of the entry into force of the Intergovernmental Agreement on the Asian Highway Network in July 2005 and the expected entry into force of the Intergovernmental Agreement on the Trans-Asian Railway Network in 2008.
واعتمدت اللجنة قرارها 64/5 بشأن إنشاء منتدى وزراء النقل الآسيويين بوصفه آلية إقليمية رسمية لتيسير التعاون الوثيق وزيادة وتيرة التفاعل، خاصة في ظل دخول الاتفاق الحكومي الدولي المتعلق بشبكة الطرق الرئيسية الآسيوية حيز النفاذ في تموز/يوليه 2005، وتوقع دخول الاتفاق الحكومي الدولي المتعلق بشبكة السكك الحديدية العابرة لآسيا حيز النفاذ في عام 2008.
