The Commander shall have the right to make changes to the organizational structure and establishment of the Joint Command by increasing or reducing the prescribed establishment strength by up to 10 per cent in agreement with the Ministers of Defence of the sending States.

In this connection, the Council decided to establish a supreme committee to follow up the implementation of resolutions concerning collective defence and military cooperation. The rotating chairmanship will begin with the United Arab Emirates.

The Council of Ministers of Defence of the States members of the Commonwealth of Independent States condemns NATO's inhuman missile and bomb attacks against Yugoslavia, and believes that recourse to the use of force to solve complex inter-ethnic problems in circumvention of the Security Council poses a universal threat to peace and security.

The Ministers of Defence of Burundi, Rwanda and Zaire met at Bujumbura on 9 June and agreed to organize joint border patrols and to put into effect other measures that would improve security along their borders.
