In March 2006, the Group met with Roland Pierre, Minister of Planning and External Cooperation of Haiti, and with members of the strategic think tank set up by the Prime Minister of Haiti and linked to the Ministry of Planning and External Cooperation to determine strategic orientations for the long-term development of the country.

In a letter dated 6 January 2006 addressed to the President of the Economic and Social Council, Roland Pierre, Minister of Planning and External Cooperation of Haiti, announced the establishment of a strategic think tank, aimed at working at the technical level on a long-term development plan for the country, in partnership with the Economic and Social Council Ad Hoc Advisory Group on Haiti and other actors.
