(ح) ألا تشكل وسيلة للتمييز التعسفي أو غير المبرر أو تقييدا مقنعا للتجارة الدولية، وأن تتجنب الإجراءات الأحادية الجانب للتصدي للتحديات البيئية الخارجة عن نطاق ولاية البلد المستورد، وأن تكفل الاستناد، قدر الإمكان، إلى توافق دولي في الآراء فيما يتخذ من تدابير بيئية لمعالجة المشاكل البيئية العالمية أو العابرة للحدود؛
