The present report is submitted pursuant to paragraph 7 of General Assembly resolution 65/207 on the role of the Ombudsman, mediator and other national human rights institutions in the promotion and protection of human rights.

It also encouraged the Ombudsman, mediator and other national human rights institutions to operate, as appropriate, in accordance with the Paris Principles and other relevant international instruments, in order to strengthen their independence and autonomy and to enhance their capacity to assist Member States in the promotion and protection of human rights.

92. When in compliance with the Paris Principles, Ombudsman, mediator and other national human rights institutions play an important role in ensuring Government accountability and strengthening the rule of law.
92 - تؤدي مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان دورا هاما في ضمان مساءلة الحكومة وتعزيز سيادة القانون حال امتثال هذه المؤسسات لمبادئ باريس.

7. Requests the Secretary-General to report to the General Assembly at its seventy-first session on the implementation of the present resolution, in particular on the obstacles encountered by States in this regard, as well as on best practices in the work and functioning of ombudsman, mediator and other national human rights institutions.
7 - تطلب إلى الأمين العام أن يقدم إلى الجمعية العامة في دورتها الحادية والسبعين تقريرا عن تنفيذ هذا القرار، ولا سيما عن العقبات التي تواجهها الدول في هذا الصدد، وكذلك عن أفضل الممارسات في عمل وأداء مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان.

Recalling its resolution 67/163 of 20 December 2012 on the role of the Ombudsman, mediator and other national human rights institutions in the promotion and protection of human rights,
وإذ تشير إلى قرارها 67/163 المؤرخ 20 كانون الأول/ديسمبر 2012 المتعلق بدور مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان في تعزيز حقوق الإنسان وحمايتها،

The General Assembly, in its resolution 67/163 on the role of the Ombudsman, mediator and other national human rights institutions in the promotion and protection of human rights, requested the Secretary-General to report on the implementation of that resolution.
طلبت الجمعية العامة إلى الأمين العام في قرارها 67/163 المتعلق بدور مؤسسات أمناء المظالم، والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان في تعزيز وحماية حقوق الإنسان، أن يقدم تقريرا عن تنفيذ هذا القرار.

1. The present report is submitted pursuant to paragraph 7 of General Assembly resolution 65/207 of 21 December 2010 on the role of the Ombudsman, mediator and other national human rights institutions in the promotion and protection of human rights.
1 - هذا التقرير مقدم عملا بالفقرة 7 من قرار الجمعية العامة 65/207 المؤرخ 21 كانون الأول/ديسمبر 2010 بشأن دور مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان في تعزيز حقوق الإنسان وحمايتها.

5. OHCHR provides legal and technical assistance to ensure that Ombudsman, mediator and other national human rights institutions are established in compliance with the Paris Principles and that they work as credible and effective guarantors of human rights at the country level.
5 - وتقدم المفوضية المساعدة القانونية والتقنية لكفالة إنشاء مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان وفقا لمبادئ باريس، وكفالة عملها كجهات فعالة وذات مصداقية لضمان حقوق الإنسان على الصعيد القطري.

6. During the reporting period, OHCHR continued to provide support to Ombudsman, mediator and other national human rights institutions through the fellowship programme by which staff from institutions accredited by the International Coordinating Committee with A status are selected to work in OHCHR for a period of up to 12 months.
6 - وخلال الفترة المشمولة بالتقرير، واصلت المفوضية تقديم الدعم لمؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان من خلال برنامج الزمالات الذي يُختار عن طريقه موظفون من مؤسسات حاصلة على اعتماد من المركز ألف لدى لجنة التنسيق الدولية للعمل في المفوضية لمدة أقصاها 12 شهراً.

95. Ombudsman, mediator and other national human rights institutions are encouraged to make use of the standards enumerated in international instruments, in particular the Paris Principles, to support their independence and integrity and increase their capacity to act as promotion and protection mechanisms at the national level.
95 - تُشجَّع مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان على الاستفادة من المعايير المبينة في الصكوك الدولية، وبخاصة مبادئ باريس، لدعم استقلاليتها ونزاهتها وزيادة قدرتها على العمل كآليات للتعزيز والحماية على الصعيد الوطني.

97. Ombudsman, mediator and other national human rights institutions are encouraged to engage with all United Nations human rights mechanisms, in particular the human rights treaty bodies and the Human Rights Council, including in special procedures and the universal periodic review, and to engage with regional human rights mechanisms.
97 - تشجع مؤسسات أمناء المظالم والوسطاء وغيرها من المؤسسات الوطنية لحقوق الإنسان على المشاركة مع جميع آليات حقوق الإنسان بالأمم المتحدة، وبخاصة هيئات معاهدات حقوق الإنسان ومجلس حقوق الإنسان، بما في ذلك في إطار الإجراءات الخاصة والاستعراض الدوري الشامل، والمشاركة في الآليات الإقليمية لحقوق الإنسان.
