22- وينبغي للدول الأطراف أن تكفل مراعاة المبدأ العام المتمثل في التناسب والضرورة القصوى فيما يتعلق باللجوء إلى استخدام القوة ضد الأشخاص الذين ينتمون إلى الجماعات المشار إليها في الفقرة الأخيرة من الديباجة، وذلك وفقاً للمبادئ الأساسية المتعلقة باستخدام القوة والأسلحة النارية من قِبَل الموظفين المكلفين بإنفاذ القوانين()؛

22. States parties should ensure the observance of the general principle of proportionality and strict necessity in recourse to force against persons belonging to the groups referred to in the last paragraph of the preamble, in accordance with the Basic Principles on the Use of Force and Firearms by Law Enforcement Officials.
22- وينبغي للدول الأطراف أن تكفل مراعاة المبدأ العام المتمثل في التناسب والضرورة القصوى فيما يتعلق باللجوء إلى استخدام القوة ضد الأشخاص الذين ينتمون إلى الجماعات المشار إليها في الفقرة الأخيرة من الديباجة، وذلك وفقاً للمبادئ الأساسية المتعلقة باستخدام القوة والأسلحة النارية من قِبَل الموظفين المكلفين بإنفاذ القوانين().

The State party should continue to take measures to ensure the full independence and impartiality of the judiciary in performing its functions, and should review the regime for the appointment, promotion and dismissal of judges, in line with the Basic Principles on the Independence of the Judiciary (General Assembly resolution 40/146) and the Bangalore Principles of Judicial Conduct (2002).
