There had appeared to be a consensus, both in the Commission and in the Sixth Committee, that the topic should cover persons residing in the territory of a State of which they did not have nationality, with a distinction being made between persons in a regular situation and those in an irregular situation, including those who had been residing for a long time in the expelling State.
