منذ انعقاد المؤتمر الأول، في عام 1955، أحرزت الأمم المتحدة تقدما كبيرا في وضع مجموعة شاملة ومتنوعة من معايير وقواعد منع الجريمة والعدالة الجنائية وفي مساعدة الدول الأعضاء على وضعها موضع التنفيذ.

We believe that adoption of agreed conclusions 1996/1 on the role of the United Nations in the overall effort for the eradication of poverty and in assisting Member States to translate the global goals and commitments of international conferences and the statutory mandates of each organization into concrete actions and activities at all levels should promote coordination and strengthen the role of the Organization.

At its forty-eighth session, the General Assembly, in its resolution 48/103, reaffirmed the importance of the United Nations crime prevention and criminal justice programme and the crucial role it had to play in promoting international cooperation, in responding to the needs of the transnational criminality and in assisting Member States to achieve the goals of preventing crime.
٢ - وفي القرار ٤٨/١٠٣ الذي اتخذته الجمعية العامة في دورتها الثامنة واﻷربعين أكدت الجمعية العامة من جديد أهمية برنامج اﻷمم المتحدة لمنع الجريمة والعدالة الجنائية والدور الحاسم الذي يتعين عليه أن يضطلع به في تعزيز التعاون الدولي في منع الجريمة والعدالة الجنائية، وفي الاستجابة لاحتياجات المجتمع الدولي لمواجهة النشاط الاجرامي عبر الوطني، وفي مساعدة الدول اﻷعضاء على تحقيق أهداف منع الجريمة.
