In Croatia, the OSCE Mission has over the past year assumed vital tasks from the United Nations following the expiration on 15 January 1998 of the mandate of the United Nations Transitional Administration for Eastern Slavonia, Baranja and Western Sirmium.

B. Duration of the mandate of the United Nations Transitional

The purpose of the fund was to support the mandate of UNTAES to train and otherwise assist the local police and law enforcement institutions.

14. On 15 January 1998, the mandate of the United Nations Transitional Administration in Eastern Slavonia, Baranja and Western Sirmium (UNTAES) expired, and OSCE took the lead in monitoring the compliance of Croatia with the obligations assumed under the Basic Agreement signed on 12 November 1995.

123. With the mandate of UNTAES possibly coming to an end on 15 July 1997, the Special Rapporteur believes that a continued international presence, working together with Croatian authorities and the local population, can play a constructive role in the re-establishment of civil society in the Region.

One of the clearest tests of the Government’s commitment to reconciliation will be the extent to which the Croatian police authorities maintain a climate of security for all residents of the Region in the critical months following the termination of the UNTAES mandate.

144. With the UNTAES mandate possibly coming to an end on 15 January 1998, the Special Rapporteur believes that a continued international presence can play a constructive role in the re-establishment of civil society in the region.

21. The representative of Malaysia had requested assurances that the ACABQ recommendations would not adversely affect the implementation of the UNTAET mandate, as well as the number and level of posts.
