The Government further stated that it observes international norms relative to the detention of children, including the United Nations Standard Minimum Rules for the Administration of Juvenile Justice; the United Nations Guidelines for the Prevention of Juvenile Delinquency; and resolution 2009/26 of the Economic and Social Council.

(b) The steps taken to ensure full implementation of juvenile justice standards, in particular the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (Beijing Rules) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (Riyadh Guidelines).
(ب) الإجراءات المتخذة لضمان التطبيق الكامل لقواعد إدارة شؤون قضاء الأحداث، وخصوصاً قواعد الأمم المتحدة النموذجية الدنيا لإدارة شؤون قضاء الأحداث (قواعد بيجين)، ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية).

The Committee recommends that the State party set up a juvenile justice system in line with the Convention on the Rights of the Child, the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (Beijing Rules, General Assembly resolution 40/33) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (Riyadh Guidelines, General Assembly resolution 40/112).

(a) Establish an effective and well-functioning juvenile justice system in compliance with international standards, including the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (The Beijing Rules) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines);
(أ) وضع نظام مُجْدٍ وفعال لقضاء الأحداث طبقاً للمعايير الدولية، بما فيها قواعد الأمم المتحدة النموذجية الدنيا لإدارة شؤون قضاء الأحداث (قواعد بيجين)، ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية)؛

The panellist referred, inter alia, to the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules, 1985), the United Nations Rules for the Protection of Juveniles Deprived of their Liberty (the Havana Rules, 1990) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines, 1990).

(b) Ensure that the reform process is conducted with a view to ensuring, for all children, full compliance with international standards, in particular articles 37, 40 and 39 of the Convention, as well as the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines);
(ب) ضمان مباشرة إجراءات إصلاحية لخدمة جميع الأطفال وكفالة الامتثال الكامل للمعايير الدولية، ولا سيما المواد 37 و40 و39 من الاتفاقية، وقواعد الأمم المتحدة النموذجية الدنيا لإدارة شؤون قضاء الأحداث (قواعد بيجين)، ومبادئ الأمم المتحدة التوجيهية لمنع جناح الأحداث (مبادئ الرياض التوجيهية)؛

All these dimensions are also taken into account in other international instruments related to juvenile justice, including the United Nations Standard Minimum Rules for the Administration of Juvenile Justice ( " The Beijing Rules " ), and the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines).
كما تراعى جميع هذه الأبعاد في الصكوك الدولية الأخرى المتصلة بقضاء الأحداث، بما فيها قواعد الأمم المتحدة النموذجية الدنيا لإدارة شؤون قضاء الأحداث ( " قواعد بيجين " ) ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية)(21).

(a) Ensure the full implementation of juvenile justice standards as well the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (the Beijing Rules) and the United Nations Guidelines for the Prevention of Juvenile Delinquency (the Riyadh Guidelines), and consequently raise the age of criminal responsibility in compliance with accepted international standards;
(أ) أن تضمن تنفيذ معايير قضاء الأحداث وكذلك قواعد الأمم المتحدة النموذجية الدنيا لإدارة شؤون قضاء الأحداث (قواعد بيجين) ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية) تنفيذاً كاملاً، وبالتالي رفع سن المسؤولية الجنائية تقيداً بالمعايير الدولية المقبولة؛

The State party should also take measures to bring the conditions of detention in conformity with the United Nations Standard Minimum Rules for the Administration of Juvenile Justice (The Beijing Rules), the United Nations Guidelines for the Prevention of Juvenile Delinquency (The Riyadh Guidelines) and the United Nations Rules for the Protection of Juveniles Deprived of Their Liberty.
وينبغي أيضاً أن تتخذ الدولة الطرف التدابير لجعل ظروف الاحتجاز متفقة مع قواعد الأمم المتحدة النموذجية الدنيا لإدارة شؤون قضاء الأحداث (قواعد بيجين)، ومبادئ الأمم المتحدة التوجيهية لمنع جنوح الأحداث (مبادئ الرياض التوجيهية) وقواعد الأمم المتحدة بشأن حماية الأحداث المجردين من حريتهم.
