(b) To recommend modalities for the trial and punishment of persons identified by the commission as being responsible for offences investigated by it;

On 3 December 1973, the General Assembly adopted resolution 3074 (XXVIII) entitled “Principles of international cooperation in the detection, arrest, extradition and punishment of persons guilty of war crimes and crimes against humanity”.
وفي ٣ كانون اﻷول/ديسمبر ٣٧٩١، اعتمدت الجمعية العامة القرار ٤٧٠٣ )د-٨٢( بعنوان " مبادئ القانون الدولي في تعقب واعتقال وتسليم ومعاقبة اﻷشخاص المذنبين بارتكاب جرائم حرب وجرائم ضد اﻹنسانية " .

The Committee reiterates its jurisprudence that the State party is under a duty to investigate thoroughly alleged violations of human rights, and to prosecute and punish those held responsible for such violations..
وتذكّر اللجنة بسوابقها القضائية، وهي أنها تعتبر أن من واجب الدولة الطرف إجراء تحقيق شامل في الانتهاكات المزعومة لحقوق الإنسان وبمقاضاة ومعاقبة الأشخاص الذين تثبت مسؤوليتهم عن هذه الانتهاكات().

He asked whether the State party planned to release and compensate the individuals who had reportedly been arrested recently under such warrants and punish the persons who had made the arrests.

٧ - تدعو جميع الحكومات إلى تجريم الاتجار بالنساء والفتيات بجميع أشكاله، وإلى إدانة ومعاقبة جميع مرتكبي تلك الجرائم، سواء كانت مرتكبة في بلدها أو في بلد أجنبي، مع ضمان عدم اﻹضرار بضحايا هذه الممارسات، ومعاقبة اﻷشخاص الموجودين في السلطة الذين يثبت أنهم مذنبون بالاعتداء جنسيا على ضحايا الاتجار الموجودين تحت وصايتهم؛

In particular, restrictions such as are being imposed today, including the banning of books, the seizure of newsprint, the closure of media outlets and the punishment of persons held responsible for threatening national security through the exercise of their right to freedom of opinion and expression, are to be explicitly justified in court proceedings.
