In that resolution, the General Assembly invited all Member States to communicate their views and proposals for the implementation of the action programme adopted at the 1987 International Conference on the Relationship between Disarmament and Development, as well as any other views and proposals with a view to achieving the goals of the action programme, within the framework of current international relations.

13. The Secretariat’s comments and proposals on the issue of limits to the Organization’s financial liability for claims resulting from losses of contingent-owned equipment due to hostile action or forced abandonment raised serious concerns for his delegation.
