The Special Rapporteur invites States and relevant United Nations bodies and agencies, in consultation with all relevant stakeholders, to explore the need for a specific United Nations instrument, for example a declaration, on the safety of journalists that would emphasize the recognized obligations of States with regard to the protection of the right to life and safety of journalists.

The Committee encourages States parties, United Nations bodies and agencies, and donors of international technical assistance to allocate resources to programmes and measures designed to improve prevention of violence within the family and in schools, protection of children and other family members and recovery of victims, including by increasing the resources provided to families and education professionals.

In order to obtain a comparative overview of developments relating to domestic violence and commercial sexual exploitation, in June 1999 the Special Rapporteur sent a circular to all Governments, relevant United Nations bodies and agencies, and intergovernmental and non-governmental organizations, soliciting information to be used in her report to the Commission on Human Rights, on the following:

The Committee draws the attention of States parties, United Nations bodies and agencies, organizations of civil society and other bodies to the need to ensure that adequate resources are allocated to the protection and rehabilitation of children in care and of children alleged or recognized to have infringed penal law, so as to ensure effective prevention of all forms of violence.
29- توجه اللجنة انتباه الدول الأطراف وهيئات ووكالات الأمم المتحدة ومنظمات المجتمع المدني وغيرها من الهيئات إلى ضرورة ضمان تخصيص موارد كافية لحماية وإعادة تأهيل الأطفال الموجودين قيد الرعاية والأطفال الذين يزعم أنهم أو يُسلَّم بأنهم انتهكوا القانون الجنائي، وذلك بغية ضمان المنع الفعال لجميع أشكال العنف ضدهم.
