ويقتصر الاقتراع على المرشحين غير الفائزين الذين حصلوا على أكبر عدد من الأصوات في الاقتراع السابق شريطة ألا يتجاوز عددهم ضعف عدد المناصب المتبقية المراد شغلها.

وإذا كان عدد المرشحين الحاصلين على أغلبية بسيطة يقل عن عدد الأعضاء الذين ينبغي انتخابهم، يجرى اقتراع إضافي لملء المقاعد المتبقية، على أن يقتصر التصويت على المرشحين الحاصلين على أكبر عدد من الأصوات في الاقتراع السابق، على ألا يتجاوز عددهم ضعف عدد المقاعد المتبقية التي يتعين ملؤها.

٣ - إذا كان عدد المرشحين الحاصلين على هذه اﻷغلبية أقل من عدد المناصب المقرر شغلها، تجرى اقتراعات إضافية لشغل المناصب المتبقية، ويقتصر التصويت على المرشحين الذين حصلوا على أكبر عدد من اﻷصوات في الاقتراع السابق على ألا يتجاوز عددهم ضعف عدد المناصب المتبقية.

If three such unrestricted ballots are inconclusive, the next three ballots shall be restricted to the candidates who obtained the greatest number of votes in the third of the unrestricted ballots, to a number not more than twice the places remaining to be filled, and the following three ballots thereafter shall be unrestricted, and so on until all the places have been filled.
فإذا أجريت ثلاثة من هذه الاقتراعات غير المقيدة دون أن تسفر عن نتيجة حاسمة، تقصر الاقتراعات الثلاثة التي تليها على المرشحين الذين حصلوا على أكبر عدد من الأصوات في ثالث اقتراع غير مقيد على ألا يتجاوز عددهم ضعف المناصب المتبقية اللازم شغلها، وتكون الاقتراعات الثلاثة التي تلي هذه مقيدة، وهكذا دواليك، إلى أن تشغل تلك المناصب.
