When a State Party which makes extradition conditional on the existence of a treaty receives a request from another State Party with which it has no extradition treaty, the requested State may, at its option, consider this Convention as a legal basis for extradition in respect of the offences set forth in article 2.

(b) Take the necessary legislative and administrative measures to ensure that the Convention can be invoked as a legal basis for extradition in respect of the crimes enumerated in article 4 of the Convention when it receives a request for extradition from any other State party with which it has no extradition treaty, while at the same time observing the provisions of article 3 of the Convention;
(ب) أن تتخذ التدابير التشريعية والإدارية اللازمة لضمان إمكانية التحجج بالاتفاقية كأساس قانوني للتسليم فيما يتعلق بالجرائم المنصوص عليها في المادة 4 من الاتفاقية عندما تتلقى طلباً بالتسليم من أي دولة طرف أخرى لا ترتبط معها بمعاهدة لتسليم المجرمين، وفي الوقت نفسه، مراعاة أحكام المادة 3 من الاتفاقية؛

If a State Party which makes extradition conditional on the existence of a treaty receives a request for extradition from another State Party with which it has no extradition treaty, such a request shall constitute a sufficient legal basis for extradition in respect of the offences set forth in article 2.
