Finally, the Assembly further decided that, if more than 11 candidates obtain an absolute majority of votes in the first ballot, a second ballot will be held on all candidates, and balloting will continue at the same meeting, if and as necessary, until 11 candidates, and no more, have obtained an absolute majority.

It is further suggested that, if more than the required number of candidates obtain the absolute majority of votes in the first ballot, in accordance with the practice followed in the elections of the judges of the International Court of Justice, a second ballot be held on all candidates and balloting continue until the required number of candidates, and no more, obtains an absolute majority.
كما اقترح علاوة على ذلك، أنه إذا حصل عدد من المرشحين أكثر من المطلوب على اﻷغلبية المطلقة من اﻷصوات في الاقتراع اﻷول، فوفقا للممارسة التي اتبعت في انتخاب قضاة محكمة العدل الدولية يجري اقتراع ثان لكل المرشحين ويستمر الاقتراع حتى يحصل العدد المطلوب من المرشحين، بلا زيادة، على أغلبية مطلقة.
