In accordance with General Assembly resolutions 1798 (XVII) of 11 December 1962 and 41/213 of 19 December 1986, up to five representatives of each of the Member States that are least developed countries are entitled to have travel but not subsistence paid by the Organization when attending a regular session of the General Assembly as well as travel for one representative to attend special or emergency sessions of the Assembly.

526. In cases in which a particular member is able to take responsibility as country rapporteur but not to attend the session of the working group, that person will be listed as the associate country rapporteur and will prepare the initial draft of the list of issues as well as being responsible for the preparation of the concluding observations.

In accordance with paragraph 5 of General Assembly resolution 44/35, the General Assembly invited the Commission, whenever circumstances so warrant, to request a Special Rapporteur to attend the session of the General Assembly during the discussion of the topic for which the Special Rapporteur is responsible and requested the SecretaryGeneral to make the necessary arrangements within the existing resources.
