OIOS attaches great importance to the principle that staff can approach the Secretary-General directly to contest a decision, but suggests that staff rule 111.2 (a) be amended to the effect that a staff member wishing to appeal an administrative decision should write to the Secretary-General and also send a copy to the official heading the staff member's own department, office, fund or programme.

Recommendation 2 (AH2004/512/02): Amend staff rule 111.2 (a) to the effect that staff wishing to appeal an administrative decision shall, as a first step, address a letter to the Secretary-General and send a copy to the executive head of the staff member's department, office, fund or programme requesting that the administrative decision be reviewed.

Rule 111.2, Appeals, subparagraph (a), is amended to provide that staff wishing to appeal an administrative decision shall submit to the executive head of their department, office, fund or programme a copy of the letter addressed to the Secretary-General requesting a review of the case, as approved by General Assembly resolution 59/283 of 13 April 2005.
7 - القاعدة 111/2 الطعون، الفقرة الفرعية (أ) تعدل بحيث تنص على أن يقدم أي موظف يرغب في الطعن في قرار إداري إلى الرئيس التنفيذي للإدراة أو المكتب أو الصندوق أو البرنامج، الذي ينتمي إليه، صورة الرسالة الموجهة إلى الأمين العام التي يطلب فيها إعادة النظر في القضية، على النحو الذي أقرته الجمعية العامة بقرارها 59/283 المؤرخ 13 نيسان/أبريل 2005.

27. Upon enquiry as to the option of an insurance scheme, as requested by the Advisory Committee in its previous report (see A/67/547, para. 44), the Committee was informed that the Secretary-General is unaware of any currently available commercial insurance scheme which offers legal representation to a staff member wishing to challenge an administrative decision before the Tribunals of the United Nations.
