وإذا أخفق أي طرف من اﻷطرف في تسمية عضـو في غضـون ثلاثـة أشهـر من الطلب اﻷولي عملا بالفقرة ٣، جاز ﻷي طرف معني آخر أن يطلب إلى اﻷمين العام لﻷمم المتحدة أن يعين شخصا لا يحمل جنسية أي طرف من أطراف النزاع أو جنسية أي دولة مشاطئة للمجرى المائي المعني.

(b) To request the SecretaryGeneral of the United Nations to bring the present decision to the attention of all States and to seek their views and information on the implications and negative effects of unilateral coercive measures on their populations, and to submit a report thereon to the Council at its sixth session.

٥ - إذا لم يتمكن اﻷعضاء الذين تسميهم اﻷطراف من الاتفاق على اختيـار رئيس خلال ثلاثة أشهر من طلب إنشاء اللجنـة، جــاز ﻷي طرف معني أن يطلب إلى اﻷمين العام لﻷمم المتحدة أن يعين رئيسا لا يحمل جنسية أي طرف من أطراف النزاع أو جنسية أي دولة مشاطئة للمجرى المائي المعني.
