During the discussions, there was broad agreement that an institutional and legal framework for decentralization was essential for facilitating action on the implementation of the Habitat Agenda at the local level. The Preparatory Committee adopted a resolution requesting the Commission on Human Settlements to hold consultations on this topic at its eighteenth session (see 18/3/Add.1).
