٣٤- تنص المادة ٣ من مشروع النظام الداخلي على أن " تعقد دورات مؤتمر اﻷطراف في مقر اﻷمانة ما لم يقرر مؤتمر اﻷطراف غير ذلك أو تضع اﻷمانة، بالتشاور مع اﻷطراف، ترتيبات ملائمة أخرى " .
