For example, article 2.1 requires each State party to respect and to ensure to all individuals all the rights recognized in the Covenant, while article 5.1 prohibits the State and individuals from engaging in any activity aimed at the destruction of any of the rights or freedoms recognized.
فعلى سبيل المثال تشترط المادة ٢-١ على كل دولة طرف احترام كافة الحقوق التي يقرها العهد ولتأمينها لكل اﻷفراد، بينما تحظر المادة ٥-١ على اﻷفراد كافة القيام بأي نشاط يهدف إلى تقويض أي من الحقوق أو الحريات المعترف بها.

22. The right to the protection of the moral and material interests resulting from one's scientific, literary and artistic productions is subject to limitations and must be balanced with the other rights recognized in the Covenant.
22- يخضع حق المرء في حماية المصالح المعنوية والمادية المترتبة على إنتاجه العلمي والأدبي والفني لقيود وتنبغي الموازنة بينه وبين الحقوق الأخرى التي يقرها العهد().

If any deliberately retrogressive measures are taken, the State party has the burden of proving that they have been introduced after careful consideration of all alternatives and that they are duly justified in the light of the totality of the rights recognized in the Covenant.
وإذا اتُّخِذت أي تدابير رجعية عمداً، وقع على الدولة الطرف عبء إثبات أنها اعتُمِدت بعد دراسة متأنية لجميع البدائل وأنها مبررة تماماً في ضوء كلّ الحقوق التي يقرها العهد().

36- في تعليقها العام رقم 3(1990)، لفتت اللجنة الانتباه إلى الالتزام الذي يقع على جميع الدول الأطراف بأن تتخذ، بمفردها وفي إطار المساعدة والتعاون الدوليين، ولا سيما في الجانب الاقتصادي والتقني، خطوات من أجل الإعمال التام للحقوق التي يقرها العهد.

(6) The Committee takes note of measures taken by the State party to give effect to the commitment under the Covenant to respect the rights recognized in the Covenant for all individuals within its power or effective control in situations where its troops operate abroad, particularly in the context of peacekeeping and peacerestoration missions.
(6) وتحيط اللجنة علماً بالتدابير التي تتخذها الدولة الطرف لإعمال التزامها في إطار العهد باحترام الحقوق التي يقرها العهد لجميع الأفراد الذين يقعون ضمن نطاق سلطتها أو تحت سيطرتها الفعلية في الأوضاع التي يكون للدولة قوات عاملة في الخارج، وبخاصة في سياق بعثات حفظ السلام وإعادة السلام.

53. The second development at the international level has been the establishment of an openended working group of the Commission on Human Rights to consider options regarding the elaboration of an optional protocol to the International Covenant on Economic, Social and Cultural Rights in other words, some form of procedure allowing the Committee to consider communications in relation to the rights recognized in the Covenant.
53- أما التطور الثاني المسجل على الصعيد الدولي، فيتمثل في إنشاء فريق عامل مفتوح باب العضوية تابع للجنة حقوق الإنسان للنظر في الخيارات المتعلقة بإعداد بروتوكول اختياري للعهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية - أي بعبارة أخرى شكل من أشكال الإجراءات يخول اللجنة النظر في البلاغات التي تتصل بالحقوق التي يقرها العهد.
