Finally, “the grounds on which such measure may be taken should be specific or precisely defined”. and is similarly guaranteed in article 12 (1) of the ICCPR which reads: “Everyone lawfully within the territory of a State shall, within that territory, have the right to liberty of movement and freedom to choose his residence.”
