The people of Angola and the international community expressed their satisfaction at the fact that UNITA has finally accepted the mediators' package of proposals, for this constitutes an important step towards peace and national reconciliation.
وقد أعرب شعب أنغولا والمجتمع الدولي عن ارتياحهما ﻷن يونيتا قد قبلت أخيرا مجموعة المقترحات التي قدمها الوسطاء، ﻷن هذا يشكل خطوة هامة صوب السلم والمصالحة الوطنية.

As UNITA has indicated its readiness to dismantle its military structure totally and become a purely political party, it would be essential to reach an understanding on how to reintegrate UNITA personnel into various levels and branches of the Government and State administration.
ولما كانت يونيتا قد أبدت استعدادها لكي تصفي بالكامل هيكلها العسكري وتصبح حزبا سياسيا محضا، فمن الضروري التوصل إلى تفاهم بشأن كيفية إعادة إدماج أفراد يونيتا في مختلف مستويات الحكومة واﻹدارة الحكومية وفروعهما.

16. In the circumstances, I have to state that, at the time of writing of the present report, I am not yet in a position to advise the Security Council that UNITA has taken the necessary steps to comply with all the obligations set out in paragraphs 2 and 3 of its resolution 1127 (1997).
٦١ - وفي ظل هذه الظروف فإن عليﱠ أن أذكر أنه وقت كتابة هذا التقرير لم أصبح بعد في وضع يسمح لي بأن أبلغ مجلس اﻷمن بأن يونيتا قد اتخذت الخطوات اللازمة للامتثال لجميع التعهدات الواردة في الفقرتين ٢ و ٣ من قرار المجلس ٧٢١١ )٧٩٩١(.

Letter dated 22 May (S/1996/379) from the President of the Security Council addressed to the President of UNITA, expressing the concern of the members of the Council at the slow pace of the peace process and the fact that the quartering of troops of UNITA had virtually stopped and urging that progress be made in the conclusion of the military talks.
رسالة مؤرخة ٢٢ أيار/مايو (S/1996/379) موجهة إلى رئيس الاتحاد القومي للاستقـلال التام ﻷنغــولا )يونيتــا( مـن رئيس مجلس اﻷمن، يعرب له فيها عن قلق أعضاء المجلس إزاء بطء عملية السلام وأن تجميع قوات يونيتا قد توقف عمليا، ويحث فيها على إحراز تقدم في اختتام المحادثات العسكرية.

34. In 2000 it became increasingly clear that the measures against UNITA were having an impact and were succeeding in their objective of preventing UNITA from pursuing its objectives through military means.
34 - في عام 2001، أصبح من الواضح بصورة متزايدة أن التدابير المتخذة ضد يونيتا قد حققت تأثيراً ونجحت في هدفها الرامي إلى منع يونيتا من السعي لتحقيق أهدافه من خلال الوسائل العسكرية.

Unless additional concrete steps are taken to accelerate the implementation of the remaining tasks, including the transformation of radio Vorgan into a non-partisan broadcasting facility, it will be difficult to consider that UNITA has taken all steps necessary to comply with the provisions of Council resolution 1127 (1997).
وما لم تتخذ خطوات محددة إضافية لﻹسراع بتنفيذ المهام المتبقية، بما في ذلك تحويل محطة إذاعة " راديو فورغان " إلى مرفق إذاعي محايد، سيكون من الصعب اعتبار أن يونيتا قد اتخذت كافة الخطوات اللازمة للامتثال لجميع أحكام قرار المجلس ١١٢٧ )١٩٩٧(.

15. Expresses its readiness to review the measures specified in paragraphs 11 and 12 above and in paragraph 4 of resolution 1127 (1997) and terminate them, if the Secretary-General reports at any time that UNITA has fully complied with all its relevant obligations;

٧ - يقرر أيضا أن تسري اﻷحكام المنصوص عليها في الفقرة ٤ أعلاه، دون أي إشعار آخر، في الدقيقة الواحدة من صباح ٣٠ أيلول/سبتمبر ١٩٩٧ بتوقيت الساحل الشرقي للولايات المتحدة، وذلك ما لم يقرر مجلس اﻷمن، بناء على تقرير يقدمه اﻷمين العام، أن يونيتا قد اتخذت خطوات ملموسة لا رجعة فيها امتثالا لجميع التزاماتها المنصوص عليها في الفقرتين ٢ و ٣ أعلاه؛

7. Decides that the provisions of paragraph 4 above shall come into force without any further notice at 0001 hours Eastern Standard Time on 30 September 1997, unless the Security Council decides, on the basis of a report by the Secretary-General, that UNITA has taken concrete and irreversible steps to comply with all the obligations set out in paragraphs 2 and 3 above;
٧ - يقرر أن تسري اﻷحكام المنصوص عليها في الفقرة ٤ أعلاه، دون أي إشعار آخر، في الدقيقة الواحدة من صباح ٣٠ أيلول/سبتمبر ١٩٩٧ بتوقيت الساحل الشرقي للولايات المتحدة، وذلك ما لم يقرر مجلس اﻷمن، بناء على تقرير يقدمه اﻷمين العام، أن يونيتا قد اتخذ خطوات ملموسة لا رجعة فيها امتثالا لجميع التزاماته المنصوص عليها في الفقرتين ٢ و ٣ أعلاه؛

In paragraph 14 of that resolution, the Council further requested the Chairman of the Committee to investigate reports that the leader of UNITA travelled outside Angola in violation of resolution 1127 (1997), and that UNITA forces received military training and assistance as well as arms from outside Angola in violation of resolution 864 (1993).
وطلب المجلس في الفقرة ٤١ من ذلك القرار كذلك إلى رئيس اللجنة التحقيق في التقارير التي تفيد بأن زعيم يونيتا قد سافر خارج أنغولا في انتهاك للقرار ٧٢١١ )٧٩٩١( وأن قوات يونيتا تلقت تدريبا عسكريا ومساعدة عسكرية وأسلحة من خارج أنغولا انتهاكا للقرار ٤٦٨ )٣٩٩١(.
