In this respect, the Committee notes with appreciation that the State party is considering a formulation regarding the right to request at any time one's own discharge as part of a future revision of the Social Welfare Act and that the courts interpret the provisions of article 13, paragraph 2, of the Social Welfare Act as empowering such persons to request their own discharge (arts. 2 and 16).
