a procuring entity may issue a request for expressions of interest (RFI) as part of the planning process before initiating a procurement under this Law.

1. a procuring entity may engage in procurement by means of two-stage tendering in accordance with article 48 of this Law where:

(1) a procuring entity may engage in procurement by means of two-stage tendering in accordance with article 47 of this Law where:

(b) a procuring entity may disqualify a supplier or contractor if it finds at any time that the information submitted concerning the qualifications of the supplier or contractor was materially inaccurate or materially incomplete;

(4) a procuring entity may engage in competitive negotiations, in accordance with the provisions of article 50 of this Law, in the following circumstances:

1. a procuring entity may engage in procurement by means of an electronic reverse auction in accordance with the provisions of chapter VI of this Law, under the following conditions:
1- يجوز للجهة المشترية أن تقوم بالاشتراء بواسطة المناقصة الإلكترونية وفقاً لأحكام الفصل السادس من هذا القانون، بالشروط التالية:

2. a procuring entity may use an electronic reverse auction as a phase preceding the award of the procurement contract in a procurement method, as appropriate under the provisions of this Law.
2- يجوز للجهة المشترية أن تستخدم المناقصة الإلكترونية باعتبارها مرحلة تسبق إرساء عقد الاشتراء في طريقة من طرائق الاشتراء حسبما يكون مناسباً وفقاً لأحكام هذا القانون.

(2) In the procurement of goods and construction, a procuring entity may use a method of procurement other than tendering proceedings only pursuant to article 19, 20, 21 or 22.
)٢( في اشتراء السلع أو الانشاءات، لا يجوز للجهة المشترية أن تستخدم اسلوب اشتراء غير اجراءات المناقصة إلا حسبما تقضي المادة ١٩ أو ٢٠ أو ٢١ أو ٢٢.

(1) (Subject to approval by ... (the enacting State designates an organ to issue the approval),) a procuring entity may engage in single-source procurement in accordance with article 51 when:
)١( )رهنا بموافقة ... )تعين الدولة المشرعة هيئة تصدر عنها الموافقة( ،( يجوز للجهة المشترية أن تزاول الاشتراء من مصدر واحد وفقا للمادة ٥١، في الحالات التالية:

(2) In the procurement of goods and construction, a procuring entity may use a method of procurement other than tendering proceedings only pursuant to article 17, 18, 19 or 20.
)٢( في اشتراء السلع أو الانشاءات، لا يجوز للجهة المشترية أن تستخدم اسلوب اشتراء غير اجراءات المناقصة إلا حسبما تقضي المادة ١٧ أو ١٨ أو ١٩ أو ٢٠.

(1) (Subject to approval by ... (the enacting State designates an organ to issue the approval),) a procuring entity may engage in single-source procurement in accordance with article 41 when:

(4) a procuring entity may enter into a framework agreement with one or more suppliers or contractors, in accordance with articles [51 octies to 51 seddecies]:
(4) يجوز للجهة المشترية أن تبرم اتفاقا إطاريا مع واحد أو أكثر من المورّدين أو المقاولين، وفقا للمواد [51 مكررا سابعا إلى 51 مكررا خامس عشر]:

(b) a procuring entity may disqualify a supplier or contractor if it finds at any time that the information submitted concerning the qualifications of the supplier or contractor was materially inaccurate or materially incomplete;
(ب) يجوز للجهة المشترية أن تُسقط أهليَّةَ أيِّ مُورِّد أو مقاول إذا اكتشفت في أيِّ وقت أنَّ المعلومات المقدَّمة عن مؤهّلاته تنطوي على خطأ جوهري أو نقص جوهري؛

2. a procuring entity may use a method of procurement other than open tendering only in accordance with articles 29 to 31 of this Law, shall select the other method of procurement to accommodate the circumstances of the procurement concerned and shall seek to maximize competition to the extent practicable.
2- لا يجوز للجهة المشترية أن تستخدم طريقة اشتراء أخرى غير المناقصة المفتوحة إلا وفقا للمواد 29 إلى 31 من هذا القانون، وتختار طريقة الاشتراء الأخرى تلك بما يناسب ظروف الاشتراء المعني، وتسعى إلى زيادة التنافس إلى أقصى مدى ممكن عملياً.

(b) a procuring entity may disqualify a supplier or contractor if it finds at any time that the information submitted concerning the qualifications of the supplier or contractor was materially inaccurate or materially incomplete;
(ب) يجوز للجهة المشترية أن تُسقط أهلية أيِّ مورِّد أو مقاول إذا اكتشفت في أيِّ وقت أنَّ المعلومات المقدَّمة عن مؤهّلاته تنطوي على خطأ جوهري أو نقص جوهري؛

(b) a procuring entity may disqualify a supplier or contractor if it finds at any time that the information submitted concerning the qualifications of the supplier or contractor was materially inaccurate or materially incomplete.
