It is well known that the League of Arab States has put forward a proposal for solving what has become known now as the Lockerbie problem. This proposal calls for the trial of the two Libyan suspects before a Scottish court by Scottish judges, at the seat of the International Court of Justice in The Hague.

In its Orders of 29 June 1999, the Court had, however, fixed no date for the filing of the Rejoinders; the representatives of the respondent States had expressed the desire that no such date be fixed at that stage of the proceedings, " in view of the new circumstances consequent upon the transfer of the two accused to the Netherlands for trial by a Scottish court " .
112 - غير أن المحكمة، في أوامرها الصادرة في 29 حزيران/يونيه 1999، لم تحدد أجل تقديم المذكرتين التعقيبيتين للمدعى عليهما؛ وقد أعرب ممثلو الدولتين المدعى عليهما عن رغبتهم في عدم تحديد أجل في هذه المرحلة من الدعوى، " بسبب الظروف الجديدة الناشئة عن نقل الشخصين المتهمين إلى هولندا لمحاكمتهما أمام محكمة اسكتلندية " .

114. 114- غير أن المحكمة، في أوامرها الصادرة في 29 حزيران/يونيه 1999، لم تحدد أي أجل لتقديم المذكرتين التعقيبيتين للمدعى عليهما؛ وقد أعرب ممثلو الدولتين المدعى عليهما عن رغبتهم في عدم تحديد أجل في هذه المرحلة من الدعوى، " بسبب الظروف الجديدة الناشئة عن نقل الشخصين المتهمين إلى هولندا لمحاكمتهما أمام محكمة اسكتلندية " .

2. The first part of the report also clearly demonstrates that the international community is now convinced that the dispute has reassumed its legal nature, since the case is before a Scottish court, as agreed by the concerned parties and the entire international community, and that the politicization of this dispute, in whatever form or by any party, is unacceptable.
٢ - كما يوضح التقرير بجلاء في نفس الجزء اﻷول، أن المجتمع الدولي أصبح مقتنعا بأن الخلاف، وقد عاد إلى طبيعته القانونية، وأصبحت العملية القانونية معروضة على المحكمة الاسكتلندية على النحو الذي وافقت عليه اﻷطراف المعنية وكل المجتمع الدولي، فإن تسييس هذا الخلاف القانوني بأي شكل ومن أية جهة كانت، أمر غير مقبول.
