The significance of the Convention lies in the fact that it will prevent individuals or groups of people from gaining access to radioactive or nuclear materials that may be used to provoke a state of terror in the public domain.

We reaffirm that criminal acts intended or calculated to provoke a state of terror in the general public, a group of persons or particular persons for whatever purposes, wherever and by whomever committed are, in any circumstance, unjustifiable, whatever the considerations or factors that may be invoked to justify them.
19 - ونؤكد مجددا أن الأعمال الإجرامية المقصود منها أو المدبَّرة بغرض بث حالة من الرعب في صفوف الجمهور، أو مجموعة من الأشخاص أو أشخاص بعينهم، ليس لها مبرر بأي حال، مهما كانت الاعتبارات أو العوامل التي يمكن التذرع بها لتبريرها، أيا ما كان الغرض منها وأينما ارتُكبت وأيا كان مرتكبها.

On the other hand, recent Security Council resolutions, notably resolution 1566 (2004), condemn acts of violence against civilians with the purpose of provoking a state of terror in the general public and state such acts are " under no circumstances justifiable " for political, philosophical, ideological, racial, ethnic or religious reasons.

On the other hand, it is a serious shortcoming of the article that it does not recognize that an act committed for the sole purpose of provoking a state of terror in the general public or in a group of persons or particular persons as a crime.
من جانب آخر، فإن المادة تقصر تقصيرا خطيرا في عدم اعترافها بأن أي عمل يرتكب بسبب وحيد ألا وهو إثارة حالة من الذعر في صفوف الناس عامة أو في مجموعة من الناس أو أشخــاص معينين يعتبر جريمة.
