During November 2002, the Jordanian Government informed us that the Jordanian Ahmad Fudail Nazal Al-Khalaila, alias Abu Musab al-Zarqawi, and a number of his followers had entered Iraq using numerous passports and identities and with different names because they were wanted for domestic proceedings and were accused of belonging to the Al Qaeda organization.
