14 - ينبغي للبلدان التي لم توقّع بعد معاهدة الحظر الشامل للتجارب النووية أن تقوم بذلك في أقرب الآجال حتى تدخل المعاهدة حيِّز النفاذ في وقت مبكر وفقا لأحكامها.
