IV. Illegal, unregulated and unreported fishing 36. IUU fishing in all its forms presents the main obstacle to achieving sustainable fisheries both in areas under national jurisdiction and on the high seas.

111. Promotion of wider participation in the Agreement. Delegations noted that 20 States had become parties to the Agreement since the Review Conference in 2006, bringing the total number of States parties to 77, including the European Union, which demonstrated the growing global acceptance of the Agreement and its importance to achieving sustainable fisheries globally.
