٣١ - أعرب رئيس اللجنة بالنيابة في رسالتين مؤرختين ٢٨ شباط/فبراير ١٩٩٧ موجهتين الى اﻷمين العام والى رئيس مجلس اﻷمن A/51/812-S/1997/172)(، عن القلق البالغ، وشجب بشدة قرار إسرائيل بناء مستوطنة يهودية جديدة في منطقة جبل أبو غنيم الواقعة جنوب القدس الشرقية.

38. The Acting Chairman of the Committee participated in the debate on this issue on 15 April 1996. In his statement on behalf of the Committee,9 he stated that the decision by the Israeli Government regarding the blockade and closure of Israeli borders with the Palestinian territory had led to economic hardships and aggravation of tensions in the area and was of great concern to the Committee.
٣٨ - وقد اشترك رئيس اللجنة بالنيابة في مناقشة هذه المسألة يوم ١٥ نيسان/أبريل ١٩٩٦، حيث أدلى ببيان باسم اللجنة)٩(، ذكر فيه أن القرار الذي اتخذته الحكومة الاسرائيلية بحصار وإغلاق الحدود الاسرائيلية مع اﻷرض الفلسطينية قد أدى الى صعوبات اقتصادية والى تفاقم التوترات في المنطقة ويشكل مصدر قلق بالغ للجنة.

The Acting Chairman of the Committee took part in the debate and made a statement in which he called upon the Government of Israel to comply with the provisions of the Fourth Geneva Convention and the recommendations of the General Assembly, and to cooperate fully in the preparatory work aimed at the convening of the meeting of experts and the proposed conference of High Contracting Parties (A/ES-10/PV.8).
كما اشترك رئيس اللجنة بالنيابة في المناقشة وأدلى ببيان دعا فيه حكومة إسرائيل إلى الانصياع ﻷحكام اتفاقية جنيف الرابعة وتوصيات الجمعية العامة، وإلى التعاون تعاونا كاملا في اﻷعمال التحضيرية الرامية إلى عقد اجتماع الخبراء والمؤتمر المقترح لﻷطراف المتعاقدة السامية A/ES-10/PV.8)(.

36. The Acting Chairman of the Committee took part in the debate and stated that the main issue at stake was Israel's continued illegal construction and expansion of settlements on Palestinian land and its allowing more Israeli settlers to move there, which is a direct and serious violation of international law, the Fourth Geneva Convention and the relevant General Assembly and Security Council resolutions.
٣٦ - وشارك رئيس اللجنة بالنيابة في المناقشة وذكر أن المسألة الأساسية المطروحة تتمثل في استمرار اسرائيل في أعمال البناء والتوسيع غير الشرعية للمستوطنات على اﻷرض الفلسطينية وسماحها للمزيد من المستوطنين الاسرائيليين بالانتقال إليها، وذلك في انتهاك مباشر وصارخ للقانون الدولي واتفاقية جنيف الرابعة، وكذلك القرارات ذات الصلة للجمعية العامة ومجلس اﻷمن.

In accordance with the decision taken earlier in the meeting, the Council heard a statement under rule 39 of its provisional rules of procedure by the Acting Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People.
