584. The expansion and framing of the fields and organizations of Afro-Arab cooperation require the involvement and incorporation of civil and non-governmental organizations in joint action. This requires the creation of joint Afro-Arab groups and associations in all areas of civil society activity and an emphasis on the rationalization of the pluralistic bases of democratic organizations.
إن توسيع وتأطير مجالات ومؤسسات التعاون العربي الأفريقي يتطلب العمل على إشراك وإدماج المجتمع المدني وغير الحكومي في مجالات العمل المشترك، الأمر الذي يدعو إلى إنشاء تجمعات وجمعيات مشتركة أفريقية عربية في كافة مجالات عمل المجتمع المدني والتأكيد على ترشيد أسس التعددية والمؤسسات الديمقراطية.

Perhaps what gives hope and confidence for the future is that there is a common desire on both the Arab and African sides to make practical recommendations to activate Afro-Arab cooperation and remove the obstacles preventing the resumption of progress on new foundations.

That we propose to pursue our efforts to strengthen and promote Afro-Arab cooperation, including the convening of a meeting of the Ministerial Standing Commission in preparation for the second Summit Conference on Afro-Arab cooperation;
مواصلة بذل الجهود لتعزيز التعاون العربي الإفريقي وتفعيله بما في ذلك عقد اجتماع اللجنة الوزارية الدائمة تمهيدا لعقد مؤتمر القمة الثاني للتعاون العربي الإفريقي.

Additionally, the Secretary-General of the League of Arab States and Chairperson of the African Union Commission must have wider scope for taking constructive initiatives outside the conventional frameworks to activate Afro-Arab cooperation, programmes and activities and, also, address with prudence and flexibility the problems that prevent the cooperative organizations from meeting and re-engaging.
كما انه لابد من إفساح المجال أمام الأمين العام لجامعة الدول العربية ورئيس مفوضية الاتحاد الإفريقي لاتخاذ مبادرات بناءه خارج الأطر التقليدية لتفعيل التعاون العربي الإفريقي وبرامجه ونشاطاته وأيضا معالجة المشكلات التي تحول دون اجتماع وتجديد مؤسسات التعاون بحنكة ومرونة.

603. I have sought to address the principal achievements of Afro-Arab cooperation and taken pains to assess the progress of this cooperation on the political, economic and cultural levels. I have also put forward several ideas and recommendations. If there is a clear Afro-Arab political will to adopt and implement these, it is believed that Afro-Arab cooperation will make great strides for the benefit of both peoples equally.
لقد حاولت الوقوف على أهم إنجازات التعاون العربي الإفريقي، كما اجتهدتُ في تقويم مسارات هذا التعاون على الصُعد السياسية والاقتصادية والثقافية، واقترحتُ في المقابل أفكاراً وتوصيات يُعتقد إذا ما خلُصت الإرادة السياسية على الجانبين " العربي والإفريقي " في تبنيها والعمل على تنفيذها يكون التعاون العربي الإفريقي قد خطا خطوات راسخة لفائدة الشعوب العربية والإفريقية على السواء.
