Canada voted against resolution 66/61, on the risk of nuclear proliferation in the Middle East, because, as stated in Canada's explanation of vote, the resolution unfairly singled out Israel by calling for its accession to the Treaty while failing to address serious non-compliance issues by States in the region, in particular the Islamic Republic of Iran and the Syrian Arab Republic.

It would be recalled that in 2003 Australia had voted against the resolution requesting the International Court of Justice to render an advisory opinion on the legal consequences of Israel's security barrier and in 2004 it had voted against resolution ES-10/15 because it believed that the Court's consideration would distract the parties from the need to resume negotiations and would not advance a resolution of the Israeli-Palestinian dispute.

Ms. Halabi (Syrian Arab Republic) (spoke in Arabic): My delegation voted against resolution 62/149, entitled " Moratorium on the use of the death penalty " , because of our conviction that States Members of the United Nations enjoy equal sovereignty, in accordance with the principles of the Charter. That sovereignty is based on mutual respect and non-interference in the internal affairs of States.
السيدة الحلبي (الجمهورية العربية السورية): لقد صوت وفد بلادي معارضا القرار 62/149 الخاص بوقف تنفيذ عقوبة الإعدام، اقتناعا منا بأن الدول الأعضاء في هذه المنظمة تتمتع بمبدأ التساوي في السيادة، وفقا لميثاق الأمم المتحدة؛ وبأن ممارسة هذه السيادة تقوم على أساس الاحترام المتبادل وعدم التدخل في الشؤون الداخلية للدول.
