By decision VII/30, the Conference of the Parties instructed the Committee to review the following general issues in accordance with paragraph 21 of the terms of reference for the compliance mechanism and in accordance with the priorities and budget agreed by the Conference of the Parties:

The achievements of the targets set by the international community in relevant international conventions, in particular those of the Convention on Biological Diversity agreed by the Conference of the Parties to the Convention and endorsed by the Summit, are of particular importance to small island developing States.

Paragraph 7 of the article describes the support to be provided by the Global Environment Facility (GEF), providing that GEF shall provide new, predictable, adequate and timely financial resources to meet costs in support of the implementation of the Convention as agreed by the Conference of the Parties.

Accounting for wetland drainage and rewetting shall be based on estimation methodologies for wetlands, lands converted to wetlands and land use on drained organic soils in the Intergovernmental Panel on Climate Change (IPCC) guidelines most recently adopted or encouraged by the Conference of the Parties, and any subsequent clarifications agreed by the Conference of the Parties.
