In that connection, the Committee notes the signing on 29 March 1994 of the Comprehensive Agreement on Human Rights, and consequently the establishment of the United Nations Mission in Guatemala (MINUGUA) and of its human rights component, as well as the conclusion of the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict on 23 June 1994.

Urges the Government of Guatemala to continue to assist the civilian population displaced by the internal armed conflict and to facilitate its resettlement, on the basis of the recommendations of the Technical Commission provided for in the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict;

Encouraged by the signing on 17 June 1994 of the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict A/48/954-S/1994/751, annex I. and, on 23 June 1994, of the Agreement on the Establishment of the Commission to Clarify Past Human Rights Violations and Acts of Violence that have Caused the Guatemalan Population to Suffer, Ibid., annex II.
وإذ يشجعها التوقيع في ١٧ حزيران/يونيه ١٩٩٤ على الاتفاق المتعلق بإعادة توطين جماعات السكان التي شردها النزاع المسلح)٥( وفي ٢٣ حزيران/يونيه ١٩٩٤، على الاتفاق المتعلق بإنشاء لجنة لبيان انتهاكات حقوق اﻹنسان وأعمال العنف الماضية التي سببت معاناة للشعب الغواتيمالي)٦(،

38. In 1994, after a decades-long civil war which devastated Guatemala, the Government of Guatemala and the forces of the Unidad Revolucionaria Nacional Guatemalteca agreed through the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict, signed in Oslo on 17 June 1994, to undertake measures to facilitate the return of persons who had fled the war-torn country.
38- وافقت حكومة غواتيمالا وقوات الاتحاد الثوري الوطني الغواتيمالي في عام 1994، بعد حرب أهلية دامت لعقود طويلة دمرت غواتيمالا، على اتخاذ تدابير رامية إلى تسهيل عودة الأشخاص الذين فروا من البلاد التي مزقتها الحروب، وذلك من خلال الاتفاق المتعلق بإعادة توطين جماعات السكان التي شردها النـزاع المسلح، الذي وقَّع في أوسلو في 17 حزيران/يونيه 1994.

The Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict defines " uprooted population " as including all persons uprooted for reasons connected with the armed conflict, whether they live within or outside Guatemala, in particular refugees, returnees and internally displaced persons, either dispersed or in groups, including the Communities of Population in Resistance (CPR).

I take this opportunity to draw attention to the ongoing efforts by the international community in Guatemala to facilitate implementation of the preparatory phase of the Agreement on Resettlement of Population Groups Uprooted by the Armed Conflict (A/48/954-S/1994/751, annex) through the Technical Committee, which is composed of representatives designated by the Government, the uprooted population groups and donors and cooperating agencies.
١١ - وأغتنم هذه الفرصة ﻷوجه الانتباه إلى الجهود المستمرة التي يبذلها المجتمع الدولي في غواتيمالا لتيسير تنفيذ المرحلة التحضيرية من الاتفاق المتعلق بإعادة توطين جماعات السكان التي شردها النزاع المسلح )A/48/954-S/1994/751، المرفق(، من خلال اللجنة التقنية المؤلفة من ممثلين معينين من الحكومة وجماعات السكان المشردين والجهات المانحة والوكالات المتعاونة.

(l) Pursuant to the Agreement on Resettlement of the Population Groups Uprooted by the Armed Conflict and the Agreement on Identity and Rights of Indigenous Peoples, community educational outreach workers shall be incorporated into the national education system, and due regard shall be given to suitable curricula for indigenous communities and uprooted population groups.
)ل( تنفيذا ﻷحكام الاتفاق المتعلق بإعادة توطين جماعات السكان التي شردها النزاع المسلح والاتفاق المتعلق بهوية وحقوق السكان اﻷصليين، سيُطعﱠم النظام الوطني للتعليم بأخصائيين في توسيع نطاق التغطية التعليمية ليشمل المجتمعات المحلية، كما ستراعى المناهج الدراسية الخاصة بمجتمعات السكان اﻷصليين والسكان المشردين.
