12. It thus remains to be determined whether or not Israel exercises a form of authority over the territory including the Al-Khiam detention centre that would entitle the Group to address the said communications and urgent appeals to the Government of Israel.
12- يبقى إذاً تحديد طبيعة السلطة، إن وجدت، التي تمارسها إسرائيل على الأرض التي يقع فيها مركز الاحتجاز " الخيام " ، وهل هذه السلطة من النوع الذي يسمح للفريق بتوجيه بلاغاته ونداءاته العاجلة إلى الحكومة الاسرائيلية.

A much-needed sign of goodwill on Israel's part, short of actual release, would be to allow the Red Cross to visit hundreds of innocent Lebanese citizens held for years in Israeli prisons and the notorious Al-Khiam concentration camp in violation of the Fourth Geneva Convention of 1949.

Furthermore, Israel still refuses to allow the International Committee of the Red Cross to visit the hundreds of innocent Lebanese detainees held for years in the notorious camps of Al-Khiam and Marjayoun in South Lebanon, and manned by the Israelis in violation of the Geneva Convention.
ويضاف إلى ذلك أن اسرائيل لا تزال ترفض السماح للجنة الصليب اﻷحمر الدولية بزيارة مئات المعتقلين اللبنانيين اﻷبرياء المحتجزين لسنوات في معسكري الخيام ومرج عيون السيئي السمعة في جنوب لبنان واللذين يديرهما إسرائيليون خلافا لاتفاقية جنيف.

According to this instrument, the status of persons deprived of liberty in conditions such as those obtaining at Al-Khiam is governed more especially by the provisions of articles 78 to 135, which limit the right of the occupying Power to take preventive security measures, in the form of detention, against protected persons not being prosecuted in the courts, and which define in detail the conditions of detention.
