28. The Committee urges the State party to ensure that all children in the State party enjoy their rights under the Convention without discrimination on any ground.
28- تحث اللجنة الدولة الطرف على كفالة تمتع جميع الأطفال في الدولة الطرف بالحقوق المكفولة بموجب الاتفاقية دون أي نوع من التمييز.

(a) Ensure that education is effectively free for all children in the State party without hidden costs;

In doing so the State party is recommended to ensure that the data collected is disaggregated by age, gender, place of residence, ethnic origin and socioeconomic background to facilitate analysis on the situation of all children in the State party.

(a) Speed up its legislative reforms to ensure that all children in the State party are equally protected against discrimination, repeal provisions that discriminate against women and girls, without further delay, and amend article 248 of the Children's Code to secure the recovery of maintenance for all children without discrimination based on the relationship between his/her parents;
(أ) التسريع بإصلاحاتها التشريعية لضمان تمتع جميع الأطفال في الدولة الطرف بالتساوي في الحماية من التمييز، وإلغاء الأحكام التي فيها تمييز بحق النساء والبنات، وذلك دون إبطاء، وتعديل المادة 248 من قانون الطفل لضمان الحصول على النفقة لجميع الأطفال دون تمييز قائم على العلاقة بين والدي الطفل؛

623. The Committee recommends that the State party continue developing and implementing an effective decentralized system of birth registration and take other measures to facilitate birth registration, in particular for children born from displaced persons, inter alia, by ending the practice of informal fees with a view to achieving registration of all children in the State party by 2010.

(68) The Committee, while appreciating that the England Children's Plan provides for the largest-ever central Government investment in children's play, is concerned that, with the sole exception of Wales, the right to play and leisure is not fully enjoyed by all children in the State party, especially due to poor play infrastructures, notably for those children with disabilities.
