17. Any new element provided by the Committee is systematically communicated to all territorial units of police and gendarmerie.

If no declaration is submitted, the Convention will extend to all territorial units of that State in accordance with paragraph 4.
وإذا لم تصدر الدولة أي إعلان فإن الاتفاقية تسري عندئذ على جميع وحداتها الإقليمية وفقا للفقرة 4.

4. If a Contracting State makes no declaration pursuant to paragraph 1 of this article, the Convention is to extend to all territorial units of that State.

3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the place of business of the guarantor/issuer or of the beneficiary is located in a territorial unit to which the Convention does not extend, this place of business is considered not to be in a Contracting State.
٣ - إذا لم تسر هذه الاتفاقية، بموجب اعلان صادر وفقا لهذه المادة، على جميع الوحدات الاقليمية للدولة وكان مكان عمل الكفيل/المصدر أو المستفيد كائنا في وحدة اقليمية لا تسري عليها هذه الاتفاقية، لا يعتبر مكان العمل المذكور كائنا في دولة متعاقدة.

3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the assignor or the debtor is located in a territorial unit to which this Convention does not extend, this location is considered not to be in a Contracting State.
3- اذا كانت هذه الاتفاقية، بمقتضى اعلان صادر وفقا لهذه المادة، لا تسري على جميع الوحدات الاقليمية للدولة وكان مقر المحيل أو المدين واقعا في وحدة اقليمية لا تسري عليها هذه الاتفاقية، يعتبر المقر المذكور غير واقع في دولة متعاقدة.

It was noted that draft article 35 was intended to ensure that a federal State would be able to adopt the draft convention, even if it did not wish to or could not, under internal law, have it apply to all territorial units.
96- ولوحظ أن مشروع المادة 35 مقصود منه أن يضمن أن يكون بوسع الدولة الاتحادية اعتماد مشروع الاتفاقية حتى إذا لم تكن، بموجب قانونها الداخلي، ترغب في أن ينطبق على جميع وحداتها الإقليمية أو تستطيع تطبيقه عليها.
