Article 25 is concerned with the invocation by a State Party of necessity `as a ground for precluding the wrongfulness of an act not in conformity with an international obligation of that State'.

1. Why had it been necessary to stipulate that an act would be internationally wrongful if it were committed by the organization itself and if it would circumvent an international obligation of that organization? That criterion was absent in the draft article on coercion.
