In general, the greater degree of complexity in AD/CVD procedures weighs disproportionately against developing countries and their small firms as they have relatively less developed administrations, incomplete knowledge of laws, regulations and administrative practices of the importing countries and less expertise in dealing with allegations of dumping and subsidization.
