1. Referring to resolution 61/89 adopted by the United Nations General Assembly on 6 December 2006 and the letter from the Secretary-General of 16 January 2007, Denmark hereby wishes to express her initial selected views on the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms.

Taking due note of the views expressed by Member States on the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms, submitted to the Secretary-General at his request,

Requests the Secretary-General to seek the views of Member States on the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms, and to submit a report on the subject to the General Assembly at its sixty-second session;

The present report was prepared by the Group of Governmental Experts, established pursuant to General Assembly resolution 61/89, to examine the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms

15. In accordance with its mandate, the Group examined, without prejudice to the eventual outcome and with differing views, a large variety of substantive issues related to the feasibility, scope and draft parameters for a comprehensive legally binding instrument establishing common international standards for the import, export and transfer of conventional arms.

In addition, the General Assembly adopted its resolution 61/89, in which it requested the Secretary-General to seek the views of Member States on the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing international standards in that area.

33. As requested by the General Assembly in its resolution 61/89, I have established a group of governmental experts to look into the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms, with a view to presenting a report to the Assembly at its sixty-third session.
33 - بناء على طلب الجمعية العامة في قرارها 61/89، أنشأت فريق خبراء حكوميين، ليقوم ببحث الجدوى والنطاق والبارامترات الأولية فيما يتعلق بإعداد صك شامل وملزم قانونا يضع معايير دولية موحدة لاستيراد الأسلحة التقليدية وتصديرها ونقلها، لكي يحيل تقريرا بهذا الشأن إلى الجمعية في دورتها الثالثة والستين.

12. On the basis of these initial views on the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms, Denmark will continue to engage actively in the promotion of an arms trade treaty, and looks forward to the work of the group of governmental experts, which will commence its work in 2008.
