Mr. OWADE (Kenya), commenting on the report of the Secretary-General on the restructuring and efficiency of the Secretariat (A/48/428), expressed concern about the fact that, increasingly, the United Nations was placing emphasis on the maintenance of international peace and security and human rights at the expense of socio-economic issues.

4. With regard to the report on the restructuring and efficiency of the Secretariat (A/48/428), he said that the reforms implemented to date were designed to eliminate duplication and to give priority to providing substantive support for central intergovernmental bodies.

Mr. CIVELEK (Turkey) said that the review of the efficiency of the Organization was a broad and complex matter and his delegation hoped that consideration of the reports of the Secretary-General on the restructuring and efficiency of the Secretariat and the accountability and responsibility of programme managers (A/48/428 and A/48/452) would allow the Organization to carry out its substantive responsibilities.

61. Mr. BARIMANI (Islamic Republic of Iran) said that the report on restructuring and efficiency of the Secretariat (A/48/428) failed to provide an analysis of the effects of restructuring and its programmatic implications and of the shifts in resources approved.
