Parties agree that there is no `one size fits all'approach to monitoring and evaluating capacity-building.

Some Parties acknowledge that they have no experience in developing generic methodologies or performance indicators at the global level for monitoring and evaluating capacity-building for climate change and, therefore, express a preference for strengthening their monitoring and evaluation systems at the local and national levels.
