وتجدر الإشارة إلى أن أحكام المرسوم المشار إليه أعلاه لا تكفل الاستجابة الفعالة لسياسة مكافحة انتشار الأسلحة الخفيفة التي انخرطت فيها بنن بمشاركتها في الوقف الاختياري لاستيراد وتصدير وصنع الأسلحة في الدول الأعضاء في الجماعة الاقتصادية لدول غرب أفريقيا.
