وينبغي استكشاف الفضاء الخارجي وغيره من الأجسام السماوية واستخدامهما فقط للأغراض السلمية التي تعود بالنفع على البشرية وتصب في صالح جميع البلدان، بغض النظر عن مستوى تنميتها الاقتصادية والعلمية.
