14. On 6 September 2002, at Luanda, the Heads of State of the Democratic Republic of the Congo and the Republic of Uganda signed an Agreement on the withdrawal of Ugandan troops from the Democratic Republic of the Congo and cooperation and normalization of relations between the two countries.

On instructions from my Government, I am annexing herewith an agreement between the Democratic Republic of the Congo and the Republic of Uganda on bilateral cooperation signed between the two countries at Ngurdoto, Tanzania, on 8 September 2007 (see annex).

At the subregional level and within the framework of the Tripartite Plus Joint Commission (Burundi, the Democratic Republic of the Congo, Rwanda and Uganda), the Committee encouraged the Democratic Republic of the Congo, the Republic of Rwanda, the Republic of Burundi and the Republic of Uganda to continue their efforts to cooperate more closely in combating the armed groups on their common borders.
