With reference to economic, social and cultural rights, the SubCommission adopted decisions and resolutions relating to eight topics, inter alia globalization and its impact on the full enjoyment of all human rights, housing and property restitution in the context of the return of refugees and internally displaced persons, the convening of a social forum, and the right to adequate food and to be free from hunger.

Noting in particular General Comment No. 12 on the right to adequate food adopted by the Committee on Economic, Social and Cultural Rights in 1999, which clarified the content of the right to food and to be free from hunger and recommended steps for its progressive implementation by States and the international community,

(c) To promote the explicit incorporation of the right to adequate food and to be free from hunger in poverty reduction strategies;

6. Urges Member States to consider holding national seminars with relevant stakeholders to initiate or develop a dialogue on the scope of and conditions for implementing the right to adequate food and to be free from hunger.

53. The Sub-Commission also endorsed the recommendation to States to elaborate national strategies for the realization for everyone within their territory of the rights to adequate food and to be free from hunger, including the elaboration of framework legislation as proposed in General Comment No. 12 of the Committee on Economic, Social and Cultural Rights.

18. The International Covenant on Economic, Social and Cultural Rights stipulates conditions for the promotion of an equitable international order, in particular the rights to work (art. 6), to form and join trade unions (art. 8), to social security (art. 9), to an adequate standard of living and to be free from hunger (art. 11), to the enjoyment of physical and mental health (art. 12) and to education (art. 13).
