٣٦- ليس في التشريع العراقي أي نص يمنع مواطنا عراقياً أو غير عراقي مقيم في العراق من استعمال أي مكان أو مرفق مخصص لانتفاع عامة الناس مثل وسائل النقل، الفنادق، المطاعم والمقاهي، المسارح ودور السينما والحدائق والمنتزهات العامة، ولم يعان العراق من أية معضلة من هذا القبيل في أي حقبة زمنية من تاريخه.
